OKLAHOMA COUNTY HOME FINANCE AUTHORITY The Oklahoma County Home Finance Authority was created on May 5, 1980. The Authority is a Trust created under the provisions of Title 60, Oklahoma Statutes (1971), Sections 176 to 180.3. Oklahoma County is the Beneficiary of the Trust. The purposes of the Trust are: - To assist the Beneficiary, Government Agencies and private enterprises in making the most efficient use of their resources and powers in providing decent, safe and sanitary single-family, owner-occupied Residential Housing Facilities for Families of Low to Moderate Income within the territorial limits of the Beneficiary in furtherance of the promotion of the public safety, health and welfare of the residents of the Beneficiary.
- To formulate, develop, implement and administer studies, plans, activities and programs relating to the improvement of residential housing by (i) promoting the conservation of scarce energy resources, (ii) minimizing the impact of higher costs on the ability of Low to Moderate Income Facilities to afford decent, safe and sanitary Residential Housing Facilities, and (iii) preventing and eliminating blight, hazardous and unhealthy residential housing conditions.
- To prepare, adopt and implement regulatory and administrative measures in support of the purposes of the Trust such as By-Laws and Rules and Regulations pertaining to various programs of the Trust including eligibility requirements for participants in the program of the Trust; and to achieve this and to establish committees composed of members who may or may not be Trustees to conduct studies, convene hearings, render findings and reports, give advice and make recommendations and for any other purposes that the Trustees may from time to time determine.
- To provide funds received through or in connection with the issuance of special obligation revenue bonds, notes or other evidences of indebtedness of the Trust (or from such other funds as the Trust may be given, granted or furnished) for the purpose of promoting the development of decent, safe and sanitary Residential Housing Facilities for Families of Low to Moderate Income residing within the territorial limits of the Beneficiary.
- By making or committing to make or participating in the making of loans to Lending Institutions upon terms and conditions requiring such Lending Institutions to use the Proceeds of such Loans to make new Home Acquisition Loans or Home Improvement Loans to Families of Low to Moderate Income and such additional terms and conditions as may be set by the Trustees; or
- By purchasing or committing to purchase or participating in the purchase of existing Mortgage Loans from Lending institutions upon terms and conditions requiring such Lending Institutions to use the proceeds of such purchase for the making of new Home Acquisition Loans or Home Improvement Loans to Families of Low to Moderate Income and such additional terms and conditions as may be set by the Trustees; or
- By making or committing to make or participating in the making of Home Acquisition Loans and Home Improvement Loans to Families of Low to Moderate Income, by making funds available to qualified Lending Institutions for direct lending or the contemporaneous purchase of Home Acquisition Loans or Home Improvement Loans; or
- By otherwise assisting in the adequate provision of Home Acquisition Loans and Home Improvement Loans to and within the means of Families of Low to Moderate Income.
5. To participate in programs of Governmental Agencies relating to Residential Housing Facilities for Families of Low to Moderate Income, such participation to include, but not to be limited to, the sale of bonds, notes or other evidences of indebtedness of the Trust to or other borrowing or obtaining funds from any of such Government Agencies. |
