technology and is directly responsible for implementing Computerized Software Applications that are revolutionizing the County Clerk’s functions. Citizens are now able to access and view Oklahoma County land record documents at no charge from 1890 to present via an internet link. The Oklahoma County Clerk’s Office is the State’s Central Filing Office for Uniform Commercial Code (UCC) documents; the only county in the United States performing this state-wide function. Ms. Caudill was the first county in Oklahoma to accept UCC filings electronically. She recently began accepting electronic filings of land record documents, after being asked to chair a legislative subcommittee task force which drafted the current e-filing legislation.
Many of these accomplishments are due in part because the county owns its own Electronic Document Management System Application (EDMS). Both the Registrar of Deeds (ROD) Office and Uniform Commercial Codes (UCC) Division computer capabilities are built on this solid platform. The success of this EDMS Application has allowed us to share this technology with other Oklahoma Counties to establish a uniform system for land records and public filings. The County Clerks in Washington County and Comanche County currently use Oklahoma County’s EDMS program in their Registrar of Deeds Offices. This information greatly reduces the development costs for smaller Counties and provides savings to the taxpayer. Ms. Caudill is committed to improving citizens’ access to County functions, while reducing costs and improving effectiveness.
Ms. Caudill’s commitment to excellence has been instrumental in Oklahoma County receiving 13 consecutive Certificate of Achievement for Excellence in Financial Reporting, presented by the Government Finance Officers Association of the United States and Canada. Carolynn Caudill, an Oklahoma native, is a member of Nichols Hills United Methodist Church, and participates in the Oklahoma City Orchestra League, the Arts Council of Oklahoma City, and the Republican Women’s Club. She is affiliated with the Oklahoma County Clerks and Deputies Association (CODA), National Association of Counties (NACO), National Association of County Recorders (NACRC) and the National Association of County Information Officers (NACIO). She is also a member of the County Clerk’s of Oklahoma Association, where she works with the State’s other Seventy-six County Clerks uniting to improve County Government. Ms. Caudill has a daughter Courtenay Caudill-Bramlett, a son Patrick Dugan Caudill, and grandson Reed Patrick Bramlett. |
